Bio
Rafael is the RAAPID Center Coordinator for NASA Harvest. He drives the development of the RAAPID program and focuses on connecting NASA Harvest's agricultural intelligence with policy outcomes.
Rafael comes to UMD by way of Princeton and New America where he worked on foreign policy, global climate governance, and renewable energy policy. He is particularly interested in how remote sensing can stabilize markets, promote equitable development, and support data-driven policy.
In his free time Rafael runs, lifts, reads, and writes.
